To get there on foot (not far, but a couple of flights of stairs):

Tell the parking attendant that you are unloading at the day shelter by Falls Express.  Continue up the High Plains road to the day shelter and park there.  (if you get to the police station you've gone too far).  Walk up the road into the village past the gate blocking vehicles.  After about 40m there's a sign for Les Chalets by some stairs.  Climb the stairs up to the front Les Chalets building, walk around the outside of the building to the left then up the next set of external stairs to the back Les Chalets building.

Flat 23 is up the right hand set of stairs once inside.  You'll need to move your car to overnight parking once you've unloaded.
